The City Construction College was established in 2022 and its predecessor can be traced back to the establishment of the Water Supply and Drainage Science and Engineering Program in 1994, and the Civil Engineering and Building Environment and Energy Application Engineering Programs in 2003.

 The college currently has four undergraduate majors: Civil Engineering, Engineering Management, Water Supply and Drainage Science and Engineering, and Building Environment and Energy Application Engineering. The Civil Engineering major has been certified as a national first-class undergraduate major construction site, a characteristic undergraduate major construction site in Jiangsu Province, and a first-class undergraduate major construction site in Jiangsu Province. The Water Supply and Drainage Science and Engineering major is a first-class undergraduate major construction site in Jiangsu Province. The college has a master's degree authorization for the Civil Engineering discipline and a professional master's degree authorization for Civil Water Conservancy Engineering. It has 920 full-time undergraduate students and 107 graduate students.

 The college has a strong faculty. It has 71 faculty members, including 60 full-time teachers, 8 professors, 27 associate professors, and 47 faculty members with a doctoral degree (a doctoral ratio of 71%). More than 60% of the teachers have overseas training backgrounds and engineering practice backgrounds. Currently, the college has one 333 Talents (Level 2) talent in Jiangsu Province, one young academic leader in the Qinglan Project, two young backbone teachers in the Qinglan Project in Jiangsu Province, one training object for the six major talents in Jiangsu Province, six Double Creation talents in Jiangsu Province, one chief expert in the Jiangsu Provincial Association for Science and Technology, and one member of the teaching guidance committee for universities in Jiangsu Province (Civil Engineering and Mechanics).

 The college has excellent teaching and research conditions and outstanding achievements. It has one provincial-level practical teaching demonstration center, one Key Laboratory of Building Energy Conservation Technology in Changzhou City, three engineering experiment centers (Civil Engineering, Water Supply and Drainage Science and Engineering, and Building Environment and Energy Application Engineering), and one analysis and testing center. The laboratories cover an area of more than 3,000 square meters, and the total value of equipment is 26 million yuan. In recent years, the college has undertaken more than 15 national-level projects and more than 30 provincial-level projects. It has published more than 500 high-level academic papers, more than 10 monographs, and applied for more than 200 national invention patents. It has won 12 provincial-level awards such as the first prize for scientific and technological progress in Jiangsu Province and four provincial-level teaching achievement awards. Two courses have been selected as first-class undergraduate courses in Jiangsu Province, and five key textbooks at the provincial and ministerial levels have been selected.

 The college has a strong atmosphere of international talent training. Since 2014, the college has cooperated with the University of Applied Sciences in Leipzig, Germany to jointly train structural engineering masters. Students can broaden their international horizons and promote disciplinary integration by studying for one year at Leipzig University of Applied Sciences in Germany. In addition, since 2020, the college has started to recruit overseas students and has established close cooperation with some foreign universities to deepen cultural exchanges between China and foreign countries.

 The college focuses on the fields of green building, sponge cities, and human settlements environment improvement, and strives to build a new era of green city construction and development model characterized by green, safe, and smart. It is committed to training first-class professionals who serve the country's strategy of building a modern infrastructure system.
